On the afternoon of October 29, the Center for Education Quality Assessment - Vietnam National University, Hanoi (KĐCLGD-VNU) together with Dai Nam University (DNU) held the Closing Ceremony of the official survey to serve the 2nd cycle of External Assessment of Educational Institutions.

What is external assessment?

External assessment (EA) in the quality accreditation regulations of the Ministry of Education and Training is the process by which an external organization reviews, appraises and confirms the quality of an educational institution or training program based on the accreditation standards issued by the Ministry of Education and Training. This process is carried out by independent education quality accreditation centers and includes steps such as information collection, field surveys and evaluation of the educational institution's self-assessment report.

The aim of EIA is to provide an objective and transparent view of training quality, to confirm the level of meeting standards of an educational institution or training program and to propose improvements for educational and management activities.

This is one of the important stages for universities to maintain, improve and enhance quality, while creating trust for learners, society and stakeholders.

Why perform periodic external assessments?

Cyclical assessment is the process of assessing and evaluating the quality of an educational institution or training program periodically at certain intervals, usually every 5 years as prescribed by the Ministry of Education and Training of Vietnam. The assessment cycle aims to ensure that the quality of education is always maintained, improved and meets the set standards, as well as adapts to changes in the educational environment and social needs.

In each cycle, educational institutions must carry out self-assessment steps and provide reports with evidence demonstrating the results achieved compared to the accreditation standards. Cyclical assessment helps ensure continuity and updating in quality improvement, while promoting educational institutions to continuously improve training quality and management activities to best meet the needs of learners and society.

Closing ceremony of the official survey to assess the quality of educational facilities, cycle 2, at Dai Nam University

Conducting the second cycle of educational institution quality assessment, the Evaluation Team officially surveyed Dai Nam University from October 25 to 29, 2024 according to all contents of 25 standards and 111 criteria according to the Ministry of Education and Training's Assessment Standards.

Attending the closing ceremony, on behalf of the Center for Quality Assurance in Education - VNU, there was the presence of Dr. Ta Thi Thu Hien - Director of the Center.

On the side of the Delegation, there were Prof. Dr. People's Teacher Bang Tien Long - former Permanent Deputy Minister of Education and Training - Head of the Delegation; Dr. Nguyen Thi Thu Huong - former Head of the Department of Science Management and Development Cooperation, Institute for Education Quality Assurance - VNU - Secretary of the Delegation; Prof. Dr. Nguyen Thi My Loc - former Principal of the University of Education - VNU - member; Assoc. Prof. Dr. Le Thi Thu Thuy - Chairwoman of the Council of Foreign Trade University - member; Prof. Dr. Nguyen Van Minh - former Principal of Hanoi National University of Education - member; Dr. Do Tuan Minh - Chairman of the Council of Foreign Language University - VNU; MSc. Vu Duy Nam - Center for Education Quality Assessment - VNU - supervisor.

On behalf of Dai Nam University, there were Dr. Le Dac Son - Chairman of the University Council, teachers in the University Council, Board of Directors, leaders of Faculties, Departments, Boards, Institutes, Centers and representatives of students of all courses.

After 5 days of working at the University, the Evaluation Team conducted surveys, researched supporting documents, interviewed employers, former students, students, school leaders, leaders of mass organizations, faculties, departments, centers, functional departments, and lecturer representatives; collected feedback from relevant parties; made phone calls to assess the employment situation of graduates; observed facilities, laboratories, practice rooms, and departments... of Dai Nam University.

Prof. Dr. of Science, People's Teacher Bang Tien Long - Head of the Evaluation Delegation affirmed: "Conducting the second cycle of educational institution quality assessment helps Dai Nam University enhance its reputation and training quality; the basis for continuous improvement and quality update; attracting students and partners; ensuring transparency and standardization... contributing to enhancing the position of the school."

At the closing ceremony, Prof. Dr. of Science, People's Teacher Bang Tien Long - Head of the delegation and Dr. Nguyen Thi Thu Huong - Secretary presented the Preliminary Report on the results of the official survey based on the requirements of the criteria according to the set of standards for evaluating higher education institutions issued by the Ministry of Education and Training.

The preliminary report clearly stated the strengths and weaknesses of the University, and made recommendations for DNU to further promote its strengths, overcome its shortcomings, research and promote solutions to improve quality and innovate university governance in the new period in line with the vision and development strategy of the University, improve training quality, and meet the increasing learning needs of students at the University and the requirements of society.

Dr. Le Dac Son affirmed: Educational accreditation is a powerful tool for Dai Nam University to look back at what has not been achieved in order to improve and develop, maintaining its commitment to educational quality with learners and society.

Dr. Le Dac Son – Chairman of the University Council sent his sincere thanks to the Center for Education Quality Assessment – VNU, and the Evaluation Team. “With a professional working method and a serious, dedicated and objective spirit, the Team provided accurate information in the report and recommendations that are of practical significance to the University. The report and recommendations of the Evaluation Team helped the University to see more clearly its strengths and limitations and committed to soon implementing a plan to overcome, improve and enhance quality…”

Dr. Ta Thi Thu Hien highly appreciated the results achieved by Dai Nam University in the second cycle of educational institution quality assessment, and affirmed that DNU has full foundation and potential to move towards quality accreditation according to international standards in the near future.

Speaking at the closing session, Dr. Ta Thi Thu Hien thanked the experts in the Delegation for working with all their heart, with a serious, impartial and objective spirit to obtain authentic and valuable evaluation results for Dai Nam University. Dr. Ta Thi Thu Hien thanked the University for its trust, close and effective cooperation with the Center, the Evaluation Delegation and thanked the relevant parties for their coordination and support in successfully completing the official survey plan to serve the second cycle external evaluation of Dai Nam University.

The parties signed the minutes of completion of the official survey.

At the end of the closing ceremony, representatives of the EIA Expert Delegation and leaders of Dai Nam University signed the minutes of completion of the official survey to serve the EIA of the University.
