The Ministry of Education and Training has just reported on the first round of admission to full-time university and college programs in 2015.

According to the Ministry of Education and Training, by the end of August 20, nearly 570,000 candidates had registered for admission to universities and colleges (compared to the expected number of candidates achieving scores from the threshold to ensure input quality for the university system of more than 531,000, it can be said that the majority of candidates with scores above the university and college floor have participated in the admission).

Among more than 400 universities and colleges using the results of the national high school exam for admission, there are 108 universities and 21 colleges with a number of candidates registering for admission greater than the enrollment quota of the head. With the above situation of candidates registering for admission, it is expected that hundreds of universities and colleges with more than 350,000 quotas will be considered for admission right from the first choice (compared to 2014, only about 50 schools considered enough quota right from the first choice).

There are some non-public universities with a high number of candidates registering for admission such as: Vo Truong Toan University (107%), Buon Ma Thuot University (93%), Hoa Sen University (91%), Van Lang University (80%), HUTECH (60.8%), Thang Long University (60%); there are about 10 other schools reaching 50% or more (meeting the admission quota based on the results of the national high school exam).

The number of candidates changing their admission wishes is nearly 43,000 (accounting for 8.1% of the total number of candidates registering for the first round), of which more than 11,000 candidates registered to change their admission wishes at the Department of Education and Training, and nearly 32,000 at universities and colleges. The change of admission wishes mainly focused on about 30 schools with the number of candidates registering to change their admission wishes much more than the quota.

The Ministry of Education and Training also acknowledged some limitations. Specifically, a number of candidates and their families were stressed and worried about updating information and changing their application wishes. A number of candidates and their families had to travel at great expense, causing frustration.

The reason given by the Ministry of Education and Training is that the Ministry of Education and Training has not fully anticipated the difficulties in the admission process. Firstly, candidates are allowed to change their preferences continuously; the registration period lasts 20 days; candidates have 4 preferences to register for admission in one school.

Previously, at a working session with Deputy Prime Minister Vu Duc Dam, after the end of the first round of admission to universities and colleges, Minister Pham Vu Luan frankly accepted responsibility: "There are many reasons for this situation, but a large part of the responsibility of the Ministry of Education and Training is not to fully consider the complexity and duplication of solutions in the design to create the most favorable conditions for PhDs. On behalf of the Ministry of Education and Training, I would like to take responsibility for this matter," said Mr. Luan.

Also here, Mr. Luan affirmed that the above shortcomings will be overcome. The Ministry of Education and Training has directed a number of solutions to better implement the admission process in the second round. Specifically, candidates only need to register with a registration form with all their CVs sent to universities and colleges through the Department of Education and Training, through the high schools where the candidates are studying or via post.

“We will direct universities and colleges to quickly announce the results of the first round of admissions, and at the same time announce the remaining admission quotas for the second round. In this second round, we will also direct schools to immediately announce the admission results and not wait for the 20-day deadline like the first round,” said Mr. Luan.
