According to the direction of the Ministry of Education and Training, as stipulated in the guidelines for developing plans and estimating the state budget for 2017 issued on May 26, universities have stopped enrolling students in the Vocational College system.

The Ministry requires public service units and affiliated program and project management boards to review and evaluate activities according to designs that are no longer suitable to actual conditions and propose adjustments (including adjustments to items in the Feasibility Study Report if necessary) to increase the efficiency of using ODA capital and non-governmental aid capital.

The Ministry of Education and Training said that the development of training plans and state budget estimates for 2017 is regulated as follows: Determining the target for master's and doctoral training based on the total number of permanent lecturers by major of the training institution according to regulations.

Affiliated training institutions do not increase the quota for regular university and college training in order to stabilize the scale to improve the quality of training. For schools that train teachers, because the number of teachers currently trained has exceeded the needs of society, it is recommended to continue to reduce the quota for new teacher recruitment (specific instructions will be provided later).

Along with that, the quota for both studying and working: maximum equal to 30% of the regular quota. Stop determining the quota for vocational training in universities to ensure the regulation on stopping enrollment for training at this level before 2017 according to regulations.

The Ministry also requested units to determine the 2017 distance training target not to increase or decrease compared to 2016 because the implementation of this training target in recent years has been low.
The targets for university preparatory, ethnic boarding high school, and gifted students basically remain stable as in 2016.

Regarding the State budget expenditure estimate, the Ministry recommends that in the context of many difficulties in the State budget, budget-using units are required to prepare regular expenditure estimates that are consistent with the nature of the funding source, to thoroughly save, especially estimates for purchasing expensive means and equipment, and to minimize the number and scale of organizing festivals, conferences, seminars, receptions, business trips at home and abroad, and unnecessary tasks....

The estimated expenditure for these tasks does not increase compared to 2016.
