According to information from the Ministry of Education and Training, the total number of candidates registered for the national high school exam in 2016 was 800,000 (only counting 12th graders). In 2015, there were more than 1 million candidates, of which 12th graders were more than 871,000 and independent candidates were more than 132,000. Regarding the total number of candidates registered for the exam only for graduation consideration, in 2015, there were 279,001 cases; in 2016, it increased to more than 292,000 candidates (an increase of 5% compared to 2015). Thus, although the number of 12th graders decreased by more than 71,000 candidates, the rate of candidates registering for the exam only for graduation consideration increased.
Statistics on the number of candidates registering for the exam show that the Hanoi Department of Education and Training leads the country with more than 76,000 candidates registering for the 2016 National High School Exam . Of these, 16,390 candidates registered for the exam only considering high school graduation (an increase of nearly 11,000 compared to 2015), accounting for 21.5% of the total number of candidates registering for the exam. In Ho Chi Minh City, out of 55,615 candidates registering for the 2016 National High School Exam, more than 2,200 candidates registered for graduation only (accounting for 3.95%).
Meanwhile, many localities have a rate of students registering for the exam to graduate from high school accounting for 70%. The Department of Education and Training of Hoa Binh has 8,100 candidates registered for the exam, but more than 5,600 candidates registered for the exam to get the results of graduation recognition (accounting for nearly 70%), an increase of more than 10% compared to last year. Similarly, in Lao Cai province, statistics from the Department of Education and Training of this province show that more than 6,000 candidates registered for the exam, but 3,199 candidates registered for graduation (accounting for more than 50%). In Vinh Phuc province, if in 2015 the number of candidates registering for graduation only accounted for 55%, this year it increased to 69.1%. The Department of Education and Training of Nghe An province has 12,744 candidates registered for graduation only, accounting for more than 44%. This number increased compared to 2015. In particular, continuing education centers and some schools in remote areas have a rate of candidates taking the graduation exam only up to 90% - 100%.
Is this a good sign?
Looking at the above data, the Ministry of Education and Training believes that there has been a change in the awareness of students and parents in this year's admissions period regarding choosing a career and level of education that is suitable for their own abilities, as well as the needs of the market. At the same time, this is also a positive signal showing that students are shifting their focus away from wanting to go to university or college at all costs, and just need to graduate from high school to go to vocational school to find a job more easily. Sharing the same view with the Ministry of Education and Training, many high schools also believe that this result shows that the work of information and propaganda about labor market trends and career guidance at high schools is increasingly focused and more effective.
However, many experts are not optimistic and have a more cautious view. According to an admissions expert in Ho Chi Minh City, mechanically speaking, this is a positive trend. However, in reality, the entrance to university is much easier than before, when more than 50% of universities and colleges consider admission based on the results of 3 years of high school transcripts with the prerequisite of graduating from high school. This means that entering university is as easy as entering vocational secondary schools and colleges. Students only need to graduate from high school to be almost certain to enter university or college.
A training expert from a university in Ho Chi Minh City further analyzed: This year, almost every province has two types of exam clusters: graduation exam clusters chaired by localities and university exam clusters chaired by universities (both for graduation and using results for admission to universities and colleges). Therefore, it is inevitable that candidates think that graduation exam clusters will be easier to administer, so there is a situation of "mobilizing" students to register for exams at local exam clusters to ensure high graduation scores. This expert also provided evidence that after 5 years (2011-2015) of implementing the vocational training strategy, the enrollment rate for vocational intermediate schools and colleges only reached 53.4% of the plan. In 2015, enrollment in vocational training institutions reached 1,979,199 candidates, down 4.7% compared to 2014. More notably, statistics show that by March 2016, there were 225,000 unemployed people with bachelor's degrees or higher nationwide.
Thus, it is clear that the rate of candidates “avoiding” the exam clusters chaired by universities or “disliking” the university and college admissions does not necessarily mean that career guidance is effective or that candidates tend to choose vocational training. Therefore, it is only truly encouraging when the number of candidates entering vocational training institutions increases significantly and the enrollment quota for universities and colleges stops increasing year by year as it is now.
