The examination cluster chaired by the Hanoi Department of Education and Training will include 692 examination rooms and 31 examination sites. Hanoi will need 837 lecturers from 7 universities and colleges to coordinate with the Department of Education and Training to organize the examination to ensure that 50% of the invigilators are lecturers from universities and colleges participating in the organization of the examination at the local examination cluster chaired by the examination cluster. The universities and colleges participating this time include: Academy of Journalism and Communication, Hanoi Capital University, Hanoi University of Architecture, Hanoi Community College, Ha Tay Community College, Ha Tay Pedagogical College, and Hanoi College of Tourism.

To organize this large-scale exam, 12 universities and colleges will coordinate with the Hanoi Department of Education and Training to deploy 70 exam sites across the city. The exam plans have been basically finalized.

Reduce the pressure of overloaded candidates

Talking about the advantages in organizing the National High School Exam this year, Mr. Pham Van Dai, Deputy Director of the Hanoi Department of Education and Training, said that the National High School Exam in 2015 had about 120,000 candidates, but this year there will only be 76,000 candidates. Therefore, the pressure on traffic, housing, and travel will be greatly reduced. This year, the examination sites chaired by the Hanoi Department of Education and Training are all regulated to have a 50-50 ratio of staff from universities and colleges to coordinate in organizing the exam. This will ensure fairness in marking and invigilation between the examination clusters chaired by the Department of Education and Training.

The universities hosting this year's exam clusters in Hanoi also share the same opinion. Mr. Nguyen Quang Kim, Principal of the University of Water Resources, said that this year's advantage is that the number of candidates registering for the exam at this school is less than last year, from 16,000 candidates to nearly 13,000. However, to ensure convenience for candidates taking the exam, Mr. Kim raised the issue of learning from last year's exam: "I suggest announcing the admission process early to avoid the situation like last year when many candidates who wanted to review their exam papers were very confused, running back and forth between the school and the Department because they did not know where to get the application form and where to submit it" - Mr. Nguyen Quang Kim said.

Anticipating possible problems during the exam organization process, a representative of Hanoi National University of Education said that the National High School Exam held at some exam locations in Hanoi's secondary schools would coincide with the time when schools receive admission applications, which would affect the safety of the exam area. Regarding this issue, Mr. Nguyen Huu Do, Director of Hanoi Department of Education and Training, said that Hanoi would proactively change the location to receive admission applications for schools used as exam locations during the exam period.

According to Mr. Tran Van Chu, Principal of the Forestry University, this school will be in charge of the examination sites in the Ung Hoa, My Duc and Chuong My areas of Hanoi with an expected number of nearly 7,000 candidates, with 232 examination rooms, 34 candidates/room. However, Mr. Chu suggested that the Hanoi Department of Education and Training should transfer the data of candidates taking the exam soon because the number of nearly 7,000 is only an estimate. Meanwhile, last year, this school was expected to have 20,000 candidates but only 11,000 candidates took the exam, causing difficulties for the implementation of the exam.

One problem that schools learned from last year's exam was the situation of having to set up an entire exam marking council just because there were 1 or 2 candidates taking an unpopular elective subject such as Chinese, Japanese, etc., which was costly and time-consuming. This year, many schools took the initiative to address this issue and placed early orders with Hanoi National University of Education to support marking if there were too few exam papers.

Mr. Nguyen Cong Dinh, Director of the Military Technical Academy, said that the preparation, coordination, organization, and implementation of the exam and grading have all been proactively implemented according to plan. The exam cluster chaired by this school has the same number of candidates as last year. The exam supervisors and exam scores have been proactive in the implementation plan. The plan to print and copy the exam questions of this cluster is to ask Hanoi Pedagogical University to help. The Academy proactively grades multiple-choice exams, while the essay exams will be graded by high school teachers in coordination with the Hanoi Department of Education and Training because after a year of implementation, the quality of the grading has been shown to be good, with no errors.
In addition, some schools also pointed out difficulties in the implementation process. The representative of Ha Tay Pedagogical College was concerned when being assigned to send 111 lecturers out of the total 180 lecturers of the school to participate in supervising and invigilating the exam. The representative of this school proposed to reduce the number of staff participating because many staff had planned to book tickets for summer vacation because for many years now, this school has only considered admissions but not organized university entrance exams.

With just over a month left until the National High School Exam, Hanoi and other localities need to grasp the difficulties and problems to find solutions soon. The Ministry of Education and Training also requires localities to come up with contingency plans for any bad situations during the exam./.
