Any university that is established and put into operation must meet the strict censorship criteria of the Government. First, the Ministry of Education and Training, then the competent State management agencies at higher levels before submitting to the Prime Minister for signing the decision. Having a project to establish a university is a prerequisite in the process of forming a university. The project to establish a university must be built in accordance with the socio-economic development plan and the university network plan approved by the competent State management agency.

The content of the project to establish a university must clearly state: Name; major, profession, training scale; objectives, content, training program; financial resources; land; facilities; teaching staff and management staff; functions, tasks, organizational and management structure; plan to build and develop the school in each stage; duration and progress of investment project implementation; socio-economic efficiency.

For public universities, upon establishment, they must commit to operating under the autonomous mechanism of public service units as prescribed by the Government. For private universities, the establishment of non-profit schools is encouraged.

In addition to the establishment project, there must be a written approval for the establishment of the school in the province or centrally-run city of the People's Committee of the province where the school's headquarters is located (except in cases where the school is directly under the People's Committee of the province).

Any university that wants to be established and put into operation must prove ownership (with a red book) of land area for school construction at the main headquarters of at least 05 hectares and achieve an average minimum construction area of 25 m2/student at the time the school has a stable training scale after 10 years of development.

Regarding finance, public universities must have a school construction investment project approved by the competent authority, clearly identifying the capital source to implement according to the plan. For private universities , there must be an investment capital of at least 1,000 billion VND in cash in a bank account (excluding the value of land for school construction); the investment capital and land for school construction are confirmed in writing by the competent authority; by the time of appraisal to grant a license for private universities to operate, the minimum investment value must reach 500 billion VND (including: building classrooms, paying salaries for teachers and staff, textbooks, etc.)

Regarding the staff and lecturers, the University Establishment Project must have a specific list of the number and structure of the management staff and permanent lecturers with labor contracts, paying social insurance at the school, meeting the standards of quality and training level according to current regulations of the Ministry of Education and Training, in accordance with the roadmap for opening major codes and recruiting students in the university establishment project.

How was Dai Nam University established?

Deputy Minister of Education and Training Bang Tien Long presented the establishment license to Dr. Le Dac Son - Chairman of the Board of Directors at Hilton Hanoi Hotel.

With the desire to build a multidisciplinary university, developing in an applied direction, striving to become a training address highly trusted by society for its training quality "learning closely linked to practical life" by 2025; achieving important achievements in research and technology transfer in the field of science to protect and care for community health, actively contributing to the development of a prosperous Vietnam, in June 2005, Dr. Le Dac Son and scientists joined hands to build a project to establish Dai Nam University under the auspices of the Vietnam Construction Association.

After 2 years of preparing the NECESSARY and SUFFICIENT conditions to be granted an operating license by the Prime Minister, the founders of Dai Nam University had to make efforts to complete the Project to establish the school, such as: Building full scientific arguments on the necessity of establishing Dai Nam University according to the Government's planning in the network of universities nationwide and full economic and technical arguments for the professions that the school intends to train; Gathering a full number of permanent lecturers of the training majors with the titles, academic titles, and degrees of the lecturers according to the regulations of the Ministry of Education and Training; Proving financial capacity, infrastructure, etc.

Dai Nam University's main headquarters is at No. 1 Pho Xom - Phu Lam - Ha Dong - Hanoi.

Specifically:

The founders of Dai Nam University at that time had to fully demonstrate the procedures for granting 10.5 hectares of land in the planning from the local government (at that time the People's Committee of Ha Tay province) to build the future Dai Nam University complex at campus No. 1 Pho Xom - Phu Lam - Ha Dong - Hanoi.

At the same time, the founders of Dai Nam University at that time mobilized 30 billion VND into a bank account, this was the minimum charter capital required by the State when opening a new university at the time Dai Nam applied for a license in 2005. According to current regulations, the minimum charter capital required by the Government is 1,000 billion VND and 5 hectares of land with a red book.

The project to establish Dai Nam University at that time also clearly stated the specific plan on the quantity and structure of the management staff and permanent lecturers that could fully meet the standards on quality and training level according to current regulations of the Ministry of Education and Training.

In June 2007, the University's Founding Council submitted a complete application for a license to the Ministry of Education and Training and the Government Office. After nearly 6 months of reviewing and evaluating the application, the management agencies submitted it to the Prime Minister for permission to establish Dai Nam University.

On November 14, 2007, after nearly 2.5 years of building conditions to ensure training quality according to regulations, Dai Nam University was granted the Establishment Decision by the Prime Minister; the Ministry of Education and Training granted the Recognition Decision; Dr. Le Dac Son officially became the first Chairman of the Board of Directors of the University.

Outstanding achievements and marks of Dai Nam University after more than a decade

After more than a decade of construction and development, Dai Nam University has achieved encouraging results, contributing positively to the cause of training high-quality human resources for society. Specifically:

Rapid increase in training sectors and training levels:

Currently, the school trains at 2 levels: University and Master.

University training has 15 majors distributed in 4 blocks as follows:

- The Economic Block has 5 majors: Finance - Banking; Accounting - Auditing; Business Administration; Economic Law; Tourism and Travel Management.

- The Engineering block has 3 majors: Construction; Architecture; Information Technology.

- Health Block has 3 majors: University Pharmacist; General Practitioner and Nursing;

- The Social Sciences & Humanities block has 5 majors: Public Relations and Communications; English Language; Chinese Language and Culture; Japanese Language.

Postgraduate training: The school currently has 3 training majors: Finance - Banking; Accounting; Economic Management.

Rapid increase in the number of undergraduate and graduate students:

For undergraduate students, the first course (2007-2008) had only 230 students, while by the 13th course, the total number of students was nearly 23,000. Of these, more than 16,000 students have graduated. Currently, there are over 7,000 students studying in 15 majors at the school each year.

After more than 12 years of construction and development, Dai Nam University has seen a rapid increase in the number of students and graduate students studying.

Postgraduate system: As of 2019, there have been more than 1,000 Master's graduates. Currently, there are nearly 600 graduate students of courses 5, 6, and 7 studying in the 3 above-mentioned graduate training programs.

The rate of graduates who have jobs after graduation according to the survey is about more than 90%.

After more than a decade of construction and development, Dai Nam University has had a huge change in the QUANTITY and QUALITY of its staff and lecturers.

After more than a decade of construction and development, Dai Nam University has had a huge change in the QUANTITY and QUALITY of its staff and lecturers. If in the first school year 2007-2008 there were only 35 staff and lecturers, then by August 2019 this number was 515 people.

Among the 321 permanent lecturers, there are 3 Professors, 32 Associate Professors, 75 Doctors, 168 Masters, 43 Bachelors, a 10-fold increase compared to the first academic year. In particular, many staff and lecturers are professionally and systematically trained from countries with developed education systems such as: USA, UK, Australia, Singapore, Japan, Korea, Taiwan, etc.

Development of infrastructure system serving training work:

- Total land area of the School: 89,643.5 m2 (nearly 9 hectares of school complex construction).

- Total floor area of construction for training and scientific research (including: Hall, lecture hall, classroom, library, learning resource center, laboratory, practice room, multi-purpose gym): 16,631 m2.

Recognition of achievements by state management agencies and social organizations:

Dai Nam University was honored to receive a Certificate of Merit from the Prime Minister on the occasion of the 10th anniversary of the school's founding.

- Certificate of Quality Assessment of Educational Institutions according to the new standards of the Ministry of Education and Training in 2019;

- Certificate of Merit from the Prime Minister of Vietnam in 2017;

- Certificates of merit from the Ministry of Education and Training for the periods 2007-2012, 2007-2014;

- Emulation Flag for outstanding achievements of higher education institutions of the Ministry of Education and Training in the 2015-2016 school year;

- Chu Van An Award for educational and training achievements in the 2014-2015 school year;

- Award for the cause of education development of the Vietnam Association for Promoting Education, school year 2015-2016;

Dai Nam University achieved educational quality accreditation according to new standards of the Ministry of Education and Training.

The 12-year journey of construction and development of Dai Nam University has gone through many difficulties and hardships, but Chairman of the Board of Directors Le Dac Son and his colleagues in the Board of Directors, the Board of Management and the staff of the University have conquered the challenges to survive and develop strongly as today.
