This year's direct admission policy to universities has many changes. Besides the wide open door for direct admission of excellent candidates to major universities, on the contrary, in majors with high admission scores, there is a competition between excellent students.

Many changes in direct admission to university

Apply to up to 2 schools

According to Associate Professor, Dr. Tran Van Nghia, Deputy Director of the Department of Testing and Education Quality Assessment (Ministry of Education and Training), the direct admission regulations from 2014 and earlier did not allow schools to determine the direct admission quota for each major, leading to great pressure on the enrollment of general medicine majors in some schools. The total quota for this major is only about 400, but the candidates who are eligible for direct admission according to the regulations submit more than 100 applications, leading to many excellent candidates with test scores of 27 - 28 still not being admitted. Therefore, limiting the direct admission quota for each major will cause some candidates who are eligible for direct admission according to regulations to be eliminated if the number of candidates registering is too large. This requires candidates to carefully consider and choose the major and school to submit their direct admission application.
Since 2015, the Ministry of Education and Training has allowed schools to base on specific enrollment situations to determine direct enrollment quotas for each major or for all majors as long as the total quota is not lower than the number of direct enrollments from the previous year. According to Mr. Nghia, this year some universities will implement direct enrollment in this way.
According to Associate Professor, Dr. Tran Van Nghia, the important new point in this year's direct admission regulations is that each candidate can apply for direct admission to a maximum of 2 schools (instead of only applying to one school as in previous years). After the school announces the results, the candidate will submit the required certificates to the school he/she wishes to enroll in. Candidates who do not enroll after August 10 will be considered to have refused to enroll.

Expand direct recruitment

This year's regulations also allow schools to directly recruit new majors (outside the list of regulations announced by the Ministry). Therefore, many large universities have expanded direct recruitment to attract good PhDs.
For the first time, Ho Chi Minh City University of Education has announced a direct admission policy for candidates who are good at foreign languages. Accordingly, candidates who are considered for direct admission must meet the following three criteria: high school graduation; international IELTS score of 5.5 or TOEFL iBT of 61 or higher; average score of high school years of subjects according to the admission combination or average score of 3 subjects according to the admission combination of the registered major of 6.5 or higher. Accordingly, the majors of psychology, educational psychology, social work and international studies consider candidates from top to bottom based on IELTS and TOEFL iBT scores until the quota is met. Meanwhile, language majors (Japanese, Russian - English, French, Chinese, Korean) consider candidates from top to bottom based on specialized foreign language certificate scores, then consider IELTS and TOEFL iBT scores until the quota is met.
Associate Professor Dr. Nguyen Kim Hong, Principal of Ho Chi Minh City University of Education, said that each major will reserve a maximum of 20% of its quota for direct admission. In case more candidates register than the quota, the school will consider candidates with the highest scores to the lowest. Conversely, if there are not many applications, candidates only need to meet this minimum requirement to be admitted directly to the school.
Explaining this new point, Associate Professor Dr. Hong said that some other foreign language majors still have to recruit PhDs with English proficiency, so the school wants to use this method to recruit PhDs who are good at specialized foreign languages right from the start. For the remaining social sciences majors, direct recruitment of PhDs who are good at English is to serve the orientation of promoting the program of enhancing English in teaching and learning the main curriculum.
After many years of not directly recruiting and giving priority to admission, Ho Chi Minh City University of Architecture this year plans to give priority to admission to gifted majors. Accordingly, candidates who won first prize in the national excellent student competition or international awards in literature or math, and want to be admitted to the school's gifted majors, can submit an application. These candidates must take the drawing exam and achieve a minimum score of 5 points. According to the school representative, based on the specific submitted application, the school's admissions council will decide whether to admit or not.
Meanwhile, Ho Chi Minh City National University this year also expanded direct admission of excellent students from 82 specialized and gifted high schools nationwide (last year, it only piloted direct admission of the 5 best high schools nationwide). Specifically, students from these schools must graduate in 2016; achieve the title of excellent student for 3 years of high school or be a member of the team participating in the national excellent student exam; have good conduct; and be considered for admission based on the total score of 3 years of high school in subjects according to the admission combination . In addition, when submitting the application, candidates must also submit a handwritten essay analyzing their motivation to study with a letter of recommendation from the teacher where they studied grade 12. Note that regardless of the subject of direct admission, students applying to this University must first meet the preliminary admission condition of an average score of 6.5 or higher in 3 years of high school.

Submit application before May 20

According to the Ministry's regulations, candidates must submit their applications for direct admission to the Department of Education and Training before May 20. These candidates still register for the national high school exam as usual, and only when they have the exam results will they submit their priority admission applications to universities and colleges according to the Ministry's admission registration time. Before August 5, schools will organize direct admission and send the direct admission results to the Department to notify candidates. The fee for direct admission, priority admission and direct admission is 30,000 VND/application.
