On the morning of March 14, the Ministry of Education and Training officially issued additional and revised contents to some articles of the Regulations on admission to full-time universities and colleges. These new contents will be applied from this year's entrance exam.

The revised and supplemented contents of the Regulations on regular university and college admissions include regulations on regional priorities, admission conditions for candidates, admission processes of schools, etc.
Only 50% of the quota is reserved for traditional exam blocks.
In order to adapt to the actual situation that many universities need to use multiple admission methods for a major/group of majors at the same time, the Ministry of Education and Training has added a new regulation to the regulations: "In the case of using multiple admission methods at the same time for a major or group of majors (hereinafter referred to as majors), the schools determine and publicly announce the enrollment quota for each admission method."
For schools using new subject combinations in addition to traditional exam blocks for admission, the Ministry of Education and Training has reduced the rate at which each major needs to reserve at least 75% of its quota (in the 2015 regulations) to at least 50% of its quota for admission according to subject combinations corresponding to traditional exam blocks.
No minimum score for colleges
In the revised contents, the Ministry of Education and Training stipulates: "Based on the exam results of candidates taking the national high school exam for university admission, the Ministry of Education and Training determines the threshold to ensure input quality for schools to develop admission plans. For colleges, the threshold to ensure input quality is: High school graduation."
Thus, according to the new regulations, in 2016, the Ministry of Education and Training will only set the floor score as the threshold to ensure input quality for university admission, while colleges will use high school graduation as the threshold.
The Ministry of Education and Training also stipulates: in case of using high school academic results for admission, priority points will be added for admission after the candidate reaches the threshold to ensure input quality (floor score).
Modifications to priority areas
According to the revised regulations, from the 2016 entrance exam, subject 01 in priority group 1 (specified in Article 7 of the regulations) must be a Vietnamese citizen who is an ethnic minority and has permanent residence (during high school) for over 18 months in Region 1 (KV1).
Compared to previous regulations, this priority subject is narrower and more specific: Not applicable to communes in Zone 2, Zone 3 and requires mandatory time of permanent residence registration.
Also related to the regulations on regional priority points, the Ministry of Education and Training adjusted the content related to the place of study and graduation from high school as follows: Candidates who continuously study and graduate from high school in a region will enjoy priority according to that region. If they transfer schools during the three years of high school, the region where they study longer will enjoy priority according to that region. If each year they study at a school in regions with different priority levels or half the time they study at this school and half the time at another school, they will enjoy priority according to that region when they graduate. This regulation applies to all candidates, including candidates who graduated before the year of the entrance exam.
For cases entitled to regional priority points according to permanent residence, the admission regulations also provide new regulations, specifically as follows: Students with permanent residence (during high school) for more than 18 months in communes in region III and communes with extremely difficult villages in ethnic and mountainous areas according to the Decision of the Minister, Chairman of the Ethnic Committee; extremely difficult communes in coastal and island areas; extremely difficult communes, border communes, and safe zone communes in the investment area of Program 135 according to the Decision of the Prime Minister if studying high school at a location in a district or town with at least one of the above communes;".
Regarding the regulations on regions (KV) to calculate priority points, KV2 will add "towns under the province" (regulations from 2015 and earlier only stipulated "cities under the province").
Admission score rounded to 0.25
In the revised and supplemented contents of the admission regulations related to admission, the Ministry of Education and Training provides more detailed regulations than the old regulations.
Accordingly, for schools that organize admission exams for candidates who register using the results of the national high school exam , the regulations require: The admission score is the total score of the subjects in each admission combination and is rounded to 0.25". For schools that use the admission method based on high school academic results, the average score of each subject in the combination of subjects used for admission or the average score of the subjects used for admission must not be less than 6.0 for the university system (on a 10-point scale).
Multiple applications can be registered for admission
The application process for candidates is one of the most adjusted contents compared to 2015; candidates can apply to more schools but cannot change their registered NV.
The registration will be divided into two phases: phase 1 and additional phases. In phase 1, candidates can register for a maximum of 02 schools, each school with no more than 02 majors. In particular, the content of the new regulations clearly stipulates: candidates are not allowed to change their wishes to enter the school or major they have registered for in this admission round.
For additional admission rounds, the regulations allow candidates to register for a maximum of 03 schools, each school with no more than 02 majors. However, candidates are not allowed to change their NV to the school or major they have registered for in each admission round.
Candidates applying for admission to schools that apply by group, the maximum number of majors registered in each admission round must also comply with the above regulations.
The registration period for admission is regulated by the Ministry of Education and Training from August 1 to October 20 for university programs and November 15 for college programs.
Registration by multiple methods
For schools that organize the admission of candidates based on the results of the national high school exam , the regulations require the announcement of the method of receiving the registration and the application fee: Candidates can submit the registration and the application fee online or by post in the form of express mail. The school can specify additional methods of receiving the registration and the application fee from candidates in accordance with the actual conditions of the school but "do not cause difficulties, costs for candidates and social concerns". Thus, with this regulation, in addition to the two forms of online registration and by post, schools can receive the direct registration of candidates.
Candidates will submit the Registration Form and application fee to the school according to the methods announced by the school.
Newly admitted candidates must submit their exam results certificate.
Also according to the new regulations in the admission regulations , candidates will not need to submit the original Certificate of Exam Results (signed by the Chairman of the Examination Council and stamped with the red seal of the school hosting the examination cluster) when registering for the exam, but candidates need to submit this paper to the school they wish to study at according to the school's regulations after knowing the admission results.
The regulations clearly state: "Candidates are responsible for the authenticity of the information in the registration and exam registration documents. Schools have the right to refuse to accept or force the candidate to leave school if he/she does not meet the admission requirements when comparing the information in the registration and exam registration documents with the original documents."
