Many areas decreased by 0.5 points
The important new point in this year's regional priority policy is the adjustment of the area that enjoys KV2 priority based on high schools. If last year, candidates who continuously studied and graduated from high schools in provincial towns enjoyed KV2 priority - rural areas (plus 1 point), this year they will only enjoy KV2 priority (plus 0.5 point). Thus, a series of high schools will adjust their priority score to decrease by 0.5 points compared to last year.
For example, all 4 high schools in Cai Lay town (Tien Giang) were adjusted down from 1 to 0.5 points this year, including: Doc Binh Kieu, Tu Kiet, Le Van Pham and Cai Lay College of Economics and Technology. Similarly, Dong Thap province also has 2 high schools in Hong Ngu town that will change priority areas according to the new regulations.
Mr. Le Ngoc Linh, Head of the Department of Examination and Education Quality Management (Tien Giang Department of Education and Training), said that this adjustment is reasonable. Because, if comparing living and studying conditions, there is a relative difference between towns and districts.
According to the table of enrollment areas just announced by the Ministry, we can also see that the unreasonable things from last year have been corrected. For example, last year, in the same area of Bac Giang city of this province, students of high schools in some areas enjoyed priority in Zone 2, while others enjoyed Zone 2 - rural areas. This year, Ho Tung Mau and Giap Hai high schools are both classified in Zone 2 like the other schools (instead of Zone 2 - rural areas like last year).

"Tighten" the situation of running household registration
Another positive change in the adjustment of regional priority based on household registration is that candidates who enjoy priority must have a permanent residence registration for more than 18 months in communes in KV3 and communes with extremely difficult villages if they study high school or intermediate school in a district or town that has at least one of the above communes. According to Master Co Tan Anh Vu, Head of Admissions Department of Ho Chi Minh City University of Transport, there are 2 limitations in this adjustment. Compared to last year, this year candidates with permanent residence registration in communes in KV1 and 2, communes without extremely difficult villages according to Decision 447 will not enjoy priority based on household registration. Candidates with permanent residence registration in communes in KV3 and communes with extremely difficult villages but for less than 18 months (during high school or intermediate school) will also not enjoy priority under this category.
For example, according to last year's regulations, students from Quoc Hoc High School (Quy Nhon City, Binh Dinh) received priority in Region 2 (plus 0.5 points), while those who also studied at this school but had a registered residence in Yen The Ward (Pleiku City, Gia Lai) received priority in Region 1 (plus 1.5 points). Applying this year's regulations, because Pleiku City does not have any areas classified as particularly disadvantaged villages or Region 3 communes according to Decision 447, this candidate will not receive priority in Region 1. Instead, the candidate will receive priority according to Quoc Hoc High School, only receiving an additional 0.5 points. Therefore, this adjustment has limited the situation of students from the same high school receiving priority in different regions.
According to a university leader, this adjustment aims to "tighten" the phenomenon of running for household registration to get priority.
Still unreasonable
Despite the adjustments, according to school representatives, there are still unreasonable points.
For example, looking at this year's regulations, candidates will understand that all provincial towns will automatically be counted as priority area 2 (enjoying 0.5 points). However, in reality, this is not the case because area 2 is only counted after subtracting localities calculated according to area 1. This leads to a series of provincial cities this year still enjoying priority area 1 such as: Da Lat City (Lam Dong), Pleiku City (Gia Lai), Buon Ma Thuot City (Dak Lak)...
Thus, according to current regulations, in Gia Lai province, students of Hung Vuong High School for the Gifted (in Ia Kring Ward, Pleiku City) and Phan Chu Trinh High School (in Ia Tul Commune, Ia Pa District) are both entitled to the same regional priority! Similarly, in Lam Dong province, students of Thang Long High School for the Gifted (Ward 4, Da Lat City) and Da Tong High School (in Da Tong Commune, Dam Rong District) are both entitled to the same regional priority. Faced with this reality, a representative of a Department of Education and Training commented that if a student of Da Lat City is entitled to 1.5 regional priority points and a student in rural areas is only entitled to 1 point calculated according to the KV2 - rural area, it is not fair.
Similarly, the priority area division table is not really reasonable for some areas of Binh Phuoc province. According to the list of priority areas of high schools this year, students studying at high schools located in Dong Xoai town are all entitled to Area 1. Meanwhile, students studying at high schools located in Chon Thanh town are only entitled to Area 2 in rural areas. This is extremely unreasonable in enrollment.
