The Global Innovation Index (GII) was launched in 2007 by the World Intellectual Property Organization (WIPO, a United Nations organization), in conjunction with a number of large companies and other non-profit organizations. The purpose of this index is to provide the most comprehensive assessment of each country's creativity/innovation.

According to WIPO's assessment, a country's creativity/innovation index is based on two groups of indicators: input indicators and output indicators.

The group of input indicators is closely linked to national factors, serving as the foundation and premise for innovation/creation activities. Including 5 basic indicators:

1) Institutions; 2) Human capital and research; 3) Infrastructure; 4) Market sophistication; 5) Business sophistication

The output index group represents the results of the innovation/creation process. It includes 2 basic indexes:

1) Scientific outputs; 2) Creative outputs

This index is comprehensive, reflecting all aspects of the National Innovation System, including institutional, infrastructure, market factors and is continuously improved. Many people believe that this index represents the level of technological development of a country.

According to the Ministry of Science and Technology, Vietnam is assessed to have strengths in 7 pillars, including: knowledge and technology output; market complexity/diversity index; business complexity/diversity index; creative output index and education investment growth index.
