Dai Nam University answers questions about Pharmacy transfer
1. Does Dai Nam University offer bridging courses in Pharmacy?
Dai Nam University has been permitted by the Ministry of Education and Training to train Pharmacy at the full-time university level according to Decision No. 2965/QD-BGDDT dated August 14, 2013 of the Ministry of Education and Training.
According to the regulations on joint training at college and university levels issued with Circular No. 55/2012/TT-BGDDT dated December 25, 2012 of the Ministry of Education and Training and Circular 08/2015/TT-BGDDT amending and supplementing a number of provisions on joint training at college and university levels issued with Circular No. 55/2012/TT-BGDDT, Article 6 of Circular 55/2012/TT-BGDDT stipulates that the authority to decide on joint training is: "The Head of the University decides on joint training from intermediate vocational level to college level or from college level to university level" with the condition that the conditions for organizing joint training are met as prescribed in Article 4 of Circular 55/2012/TT-BGDDT.
According to Article 4 of Circular 55/2012/TT-BGDDT, one of the conditions for organizing joint training is clearly stated: "There is a decision assigning the task of opening a regular training program at college and university levels of the Joint Training program"
Thus, the decision to open a training class from intermediate and college to full-time university in Pharmacy is under the authority of the President of Dai Nam University.
According to the regulations on joint training at college and university levels issued with Circular No. 55/2012/TT-BGDDT dated December 25, 2012 of the Ministry of Education and Training and Circular 08/2015/TT-BGDDT amending and supplementing a number of provisions on joint training at college and university levels issued with Circular No. 55/2012/TT-BGDDT, Article 6 of Circular 55/2012/TT-BGDDT stipulates that the authority to decide on joint training is: "The Head of the University decides on joint training from intermediate vocational level to college level or from college level to university level" with the condition that the conditions for organizing joint training are met as prescribed in Article 4 of Circular 55/2012/TT-BGDDT.
According to Article 4 of Circular 55/2012/TT-BGDDT, one of the conditions for organizing joint training is clearly stated: "There is a decision assigning the task of opening a regular training program at college and university levels of the Joint Training program"
Thus, the decision to open a training class from intermediate and college to full-time university in Pharmacy is under the authority of the President of Dai Nam University.

2. Does Dai Nam University grant a University Pharmacy degree?
Dai Nam University was established under Decision No. 1535 QD-TTg dated November 14, 2007 of the Prime Minister. The University is a Higher Education institution within the national education system directly managed by the Ministry of Education and Training.
- According to the circular promulgating the university graduation certificate form No. 19/2011/TT-BGDDT dated May 24, 2011, it is clearly stated in Article 2 that the way to write on the university graduation certificate of Pharmacy is regulated as follows: " For the pharmaceutical industry, write "PHARMACIST DEGREE"
Therefore, Dai Nam University is fully authorized to grant a Bachelor of Pharmacy degree.

3. Will graduates of the Pharmacy program at Dai Nam University be granted a practice certificate?
According to Decision No. 2965/QD - BGDĐT dated August 14, 2013 on assigning Dai Nam University to train full-time undergraduate students, clearly stated in Article 1: assigning Dai Nam University to train full-time undergraduate students in Pharmacy, code 52720401.

Regulations in Article 15 of Decree No. 79/2006/ND-CP, Clause 1 clearly state that a person granted a Pharmacy Practice Certificate must have one of the following degrees depending on the requirements for each form of pharmaceutical business organization:
a) Bachelor's degree in Pharmacy;
b) High school diploma in Pharmacy;
c) Diploma of pharmacy assistant;
d) High school diploma in Medicine;
d) University degree in medicine or university degree in biology;
e) University or high school diploma in traditional medicine;
g) Diplomas in traditional medicine, herbal medicine, certificates of traditional medicine and professional qualifications in traditional medicine and pharmacy.
The types of diplomas specified in Point g, Clause 1 of this Article shall be prescribed by the Minister of Health in accordance with the socio-economic conditions and medical examination and treatment needs of the people in each locality in each period.
Therefore, a Bachelor's degree in Pharmacy from Dai Nam University is completely qualified to legally grant a practice certificate according to the provisions of Article 15 of Decree No. 79/2006/ND-CP.
4. Can graduates of the pharmacy program at Dai Nam University open a pharmacy right after graduation?
Regulations in Article 15 of Decree No. 79/2006/ND-CP, Clause 4 clearly state the conditions on diplomas and practice time for owners of drug retail establishments:
a) Pharmacy owners in centrally-run cities, cities and towns under provinces must have the qualifications specified in Point a, Clause 1 of this Article and at least 05 years of practice at a legal pharmacy; for other locations, they must have the qualifications specified in Point a, Clause 1 of this Article and at least 02 years of practice at a legal pharmacy. University pharmacists who have graduated from a specialized training program are proposed to be granted a Certificate of Practice immediately after graduation;
b) The pharmacy owner must have a diploma from a vocational secondary school of pharmacy or higher and have at least 02 years of practice at a legal pharmacy;
c) The owner of a drug sales agent of an enterprise must have a degree in pharmacy or higher and at least 02 years of practice at a legal pharmaceutical facility;
d) The manager of the medical station's medicine cabinet must have a professional qualification of pharmacist assistant or higher and have at least 02 years of pharmacy practice at a legal pharmacy facility; in case there is no person with a professional qualification of pharmacist assistant or higher, there must be a person with a professional qualification of physician or higher in his/her name.
Therefore, according to item a, clause 4, article 15, decree no. 79/2006/ND-CP: University pharmacists who graduate from a specialized training program equivalent to the joint training program at Dai Nam University are granted a practice certificate immediately after graduation.
