At the Higher Education Conference on the morning of December 12, the Ministry of Education and Training and universities informed about university admission methods for the 2021-2025 period.

In the 2021-2025 period, universities will basically maintain the same university admission method as in 2020, with the majority of admission targets based on high school graduation exam scores, in addition to combining with other admission methods such as through transcripts, international certificates, etc.

This is the information given by Deputy Minister of Education and Training Hoang Minh Son, and also shared by university leaders at the 2021 Higher Education Conference. The conference was organized online by the Ministry of Education and Training on the morning of December 12.

Continue using high school graduation exam scores

Speaking at the conference, Deputy Minister Hoang Minh Son said that in 2020, although the Covid-19 pandemic had a major impact on enrollment, forcing schools to postpone enrollment and the school year by a few months, the university entrance exam was still successful, meeting the requirements of the majority of schools.

According to Deputy Minister Hoang Minh Son, the use of high school graduation exam scores for admission has created favorable conditions for candidates and schools in the admission process. Candidates can register an unlimited number of wishes, thereby being admitted to the right major and school they want. Schools can select suitable candidates. This admission method has helped save admission costs and reduce fake candidates.

Speaking at the conference, university leaders highly appreciated the quality of the exam and said they would continue to use the exam results for admission in the coming years. However, the schools also recommended that the Ministry of Education and Training continue to play a leading role in the exam and carry out inspection and supervision well to ensure the exam is absolutely serious.

University leaders also recommended that the Ministry of Education and Training further enhance the differentiation of the exam to better classify candidates and maintain the difficulty of the exam over the years to avoid large differences in exam scores between years.

Towards independent testing centers

According to Deputy Minister Son, in the coming time, schools need to continue to promote their autonomous role in enrollment according to the Law on Higher Education. "How to maintain stability, promote the advantages that have been achieved and at the same time apply technology to overcome the problems that have arisen," said Deputy Minister Hoang Minh Son.

Regarding the university admission plan in the coming period, Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, suggested that if schools change their admission methods, they need to announce and notify candidates early.

Highly competitive schools can organize their own exams to select candidates. However, the leaders of the Department of Higher Education recommend that schools should organize into groups and organize exams with shared results to reduce costs and time for candidates.

According to Ms. Thuy, in the future, university admissions will establish independent testing centers to organize separate computer-based exams, with the differentiation of candidates according to proficiency groups. "This requires more because it requires a large question bank, facilities for computer-based exams, and organizing exams multiple times a year, as well as fairness and transparency," Ms. Thuy said.

Agreeing with this policy of the Ministry of Education and Training, school leaders said that the ministry needs to soon prepare a legal corridor system for the operation of independent testing centers as well as the use of these test results for enrollment.
