Official announcement of the 2021 high school graduation exam plan

Accordingly, basically, the 2021 high school graduation exam will remain stable as in 2020.
To be considered for high school graduation recognition, candidates must take 4 exams, including 3 independent exams: Math, Literature, Foreign Language and 1 combined exam of the candidate's choice.
Candidates for continuing education take 3 exams, including 2 independent exams in Math and Literature and 1 combined exam of the candidate's choice.
Candidates for continuing education can register to take an additional Foreign Language test to get admission results.
People who have a high school diploma or intermediate diploma and take the exam to use the results as a basis for admission registration can register to take independent exams, combined exams or component subjects of a combined exam.
Regarding the exam conditions, those who have completed the high school program in the year the exam is held must ensure that their conduct in grade 12 is ranked average or higher and their academic performance is not ranked poor.
For learners who are not required to have their conduct classified and learners who follow the self-study method with guidance under the continuing education program, conduct classification is not required.
People who have completed high school but have not yet taken the high school graduation exam or have taken the exam but have not yet graduated from high school in previous years must have a junior high school diploma and must ensure that their conduct in grade 12 is ranked average or above and their academic performance is not ranked poor.
In case of not being eligible to take the exam in previous years due to poor academic performance in grade 12, one must register and take the final exam for a number of subjects with an average score below 5 points (at the high school where one studied grade 12 or the high school where one registered to take the exam), ensuring that when the test score is used instead of the average subject score to recalculate the average score for the whole year, one is eligible to take the exam for academic performance classification according to regulations.
In case of not being eligible to take the exam in previous years due to poor conduct classification in grade 12, the People's Committee of the commune where the student resides must confirm compliance with local policies, laws and regulations so that the high school where the student studied in grade 12 can confirm eligibility to take the exam in terms of conduct classification according to regulations.
Candidates who have graduated from secondary school must ensure that they have studied and passed the required amount of high school cultural knowledge according to the provisions of the Law on Education and current guidelines of the Ministry of Education and Training.
Candidates will be suspended if they commit one of the following violations: Being warned once but continuing to violate the regulations during the exam at the level of reprimand or warning; bringing unauthorized items into the exam room/waiting room and when moving between the exam room and the waiting room; taking the exam out of the exam room or receiving answers from outside into the exam room; writing or drawing on their exam paper content unrelated to the exam; acting aggressively or threateningly towards the person in charge of the exam or threatening other candidates; not following the instructions of the invigilator or the waiting room manager when moving to the waiting room and during the time in the waiting room.
Regarding the arrangement of examination rooms, the Director of the Department of Education and Training will decide on the arrangement of candidates into examination rooms at examination sites so that at each examination site there are at least 60% of grade 12 candidates studying the general secondary education program out of the total number of candidates. Special cases must have the opinion of the Ministry of Education and Training.
The exam is graded by the local exam board. Multiple choice exams will be graded by machine.
The local Department of Education and Training is responsible for preparing the physical and financial conditions; computer systems, scanners and auxiliary equipment to meet the requirements according to the annual instructions of the Ministry, coordinating with the police force and security to ensure security and safety for the exam marking.
The Ministry of Education and Training directs examination boards to strictly implement technical solutions to secure exam papers and candidate information during the marking process.
Along with regulations on personnel and specific tasks of the exam monitoring team, the ministry requires 24/7 camera monitoring of the exam marking area.
For the essay marking stage, the Regulations stipulate that all essay marking councils must mark 10 exams together to ensure consistency, avoid loose or tight marking, misunderstanding of marking instructions, and lack of understanding of the marking process.
For examination councils with 30,000 or more candidates, joint marking can be carried out by each marking group or group of marking groups. The implementation of the 2-round independent marking process must be arranged in 2 independent marking rooms.
Of the 2 examiners, only the examiner in round 2 is allowed to record the score on the sidelines of the exam and the total score.
Judge 1 only records the results on the scoring sheet to ensure objectivity, without any impact or exchange between the 2 judges during the scoring process.
The 2021 High School Graduation Exam is scheduled to take place from July 6-8. Registration is expected to be from April 26 to May 10./.
